On the application it asks for employment experience or history but I have none. Normally I would lay out my educational history and the classes I have taken that would apply to the job. But the application does not asks for classes or achievements I doesn’t even ask for references. How should I fill out the portion that asks why if any are there gaps in your employment history? Or should I leave it blank

It’s hard to believe that you’ve never held any type of job. What I would do is list my job title as Student and list the School as the employer.
Have you babysat? Put that down.
Have you done an odd job for a neighbor? Put that down.
Anything you have done for money – not for your family, they don’t count – you can put on a resume.
Also, volunteer work looks great. If you’ve worked a booth at your local county fair, if you’ve done a project with your school’s SADD group, if you’ve gone on a mission trip, you can write any of that down. (Speaking from personal experience, as these were the things I put on my applications when I was in high school.)
Any clubs you’re in, like NHS, can be on there as well.
